ICCDCS 2004 was the fifth in the series of ICCDCS biannual international conferences intended to provide a forum for exchanging recent information, knowledge and experience, and for establishing personal and professional contacts among engineers, scientists and academicians working in the areas of its coverage .

ICCDCS is held periodically since 1995 at different locations in the Caribbean basin. The previous edition of the Conference (ICCDCS 2002) took place in the Island of Aruba, Dutcht Caribbean.
The word "Caracas" appears in its title in remembrance of the first of this series of conferences (ICCDCS'95) which was held in Caracas, Venezuela, on December 12-14, 1995.

The new EDS Region 9 Biennial Outstanding Student Paper Award was presented during the Inaugural Ceremony. This award is conferred for the first time to promote, recognize, and support meritorious research achievement on the part of Region 9 (Latin America and the Caribbean) students, and their advisors, through the public recognition of their published work, within the Electron Devices Society's field of interest.
