WELCOME FROM THE GENERAL CHAIR

I would like to welcome you to the Dominican Republic to attend this 5th IEEE International Caracas Conference on Devices Circuits and Systems. Over the years since 1995 ICCDCS has played a leading role as a forum for sharing information, know-how and important experience about electronic devices and circuits and their systems applications, and at the same time fostering personal and professional relations among engineers, scientists and academicians from Latin America and the rest of the World.

This year we are continuing to pursue this goal with a strong group of invited and contributed papers from 23 countries. Their abstracts are included on the ICCDCS 2004 Final Program. The Proceedings, published in CD format, are offered to attendees at the Conference together with the Final Program, and made available to the general public after the Conference through IEEE Publications.

The new IEEE Electron Devices Society Region 9 Annual Outstanding Student Paper Award will be presented during the Inaugural Ceremony. This award is conferred for the first time to promote, recognize, and support meritorious research achievement on the part of Region 9 (Latin America and the Caribbean) students, and their advisors, through the public recognition of their published work, within the Electron Devices Society's field of interest.

On behalf of the IEEE Electron Devices and Circuits and Systems Societies, which co-sponsor ICCDCS, I wish to express my sincere appreciation to the members of the various committees for the superior job they have done in planning and organizing the 2004 conference.

Likewise, I would like to acknowledge and recognize the continuous valuable support that ICCDCS has received from: Sim—n Bol’var University in Venezuela, the University of Central Florida in the United States, the Center for Research and Advanced Studies of the National Polytechnic Institute in Mexico, the Institute for Astrophysics, Optics and Electronics in Mexico, and Freescale Semiconductor, a Motorola company. It is with great pleasure that I extend a warm welcome to everyone attending this 5th edition of the IEEE International Caracas Conference on Devices Circuits and Systems.

WELCOME FROM THE TECHNICAL PROGRAM CHAIR

On behalf of the Technical Program Committee I welcome you to actively participate in this 5th edition of the IEEE International Caracas Conference on Devices Circuits and Systems.

This year over 85 manuscripts were submitted by authors from the following countries: Austria, Bangladesh, Brazil, Belgium, Canada, China, Colombia, France, Germany, Hong Kong, Iran, Ireland, Japan, Korea, Mexico, Norway, Poland, Puerto Rico, South Africa, Spain, United Kingdom, USA, and Venezuela. Of this total the Technical Committee accepted 70 for presentation at the conference.

The presentations that include especially chosen invited papers and original contributions, deal with new results, relevant ideas or innovations that advance the state-of-the-art within the areas of Electron Devices, Electronic Circuits, Power Electronics, Instrumentation & Measurements, and Telecommunications.

In addition to the regular paper sessions, the conference features two special Plenary Keynote presentations: The first one, by Dr. Ricardo E. Su‡rez-Gartner, Director of the Platform Technologies Lab, Corporate Technology Group of Intel Corporation, analyzes future challenges for microprocessor-based systems. The other keynote talk, by Edgar S‡nchez-Sinencio, TI J. Kilby Chair Professor of Electrical Engineering, of Texas A&M University, deals with the implementation of RF wireless systems.

On behalf of the Technical, International and Publications Committees I would like to express our gratitude to the authors for their good work in preparing and presenting the high-quality papers that are the foundation of the ICCDCS.

I would like to wish everyone attending this 5th edition of the IEEE International Caracas Conference on Devices Circuits and Systems a pleasant and fruitful stay in Punta Cana.
